Eligibility
Any student, whether currently enrolled or prospective, may be eligible for TEFA if they meet the following criteria:
- Resides in Texas
- A U.S. citizen or lawfully admitted into the U.S.
- Eligible to attend Texas public school
- Must be applying to kindergarten through 7th grade at PWCA
Students that meet these criteria may submit an application. In the event that eligible applicants exceed available funding, priority will be given to students from low-income families and those with special learning needs. If one student in a family qualifies, any siblings who apply are also approved. To view more specific guidelines on priority, click here.

What Documents You’ll Need
To prepare, parents should gather the following documents:
Note: For Parkway admission, only kindergarten through seventh grade students are allowed to apply.
- Social Security Numer (SSN) or Individual Taxpayer Identification Number for the parent
- SSN for the child
- Form 1040, U.S. Individual Income Tax Return, for 2024 or 2025
- Texas Driver’s license, state ID number, or proof of residency (such as utility bill, lease agreement, mortgage statement, or voter registration certificate)
Proof of residency must be verifiable for both the child and parent. If the child’s SSN cannot be verified, a birth certificate, report of birth abroad, certificate of naturalization, certificate of citizenship, or other official documentation affirming lawful admission.
Additional documentation may be beneficial to prioritization. These documents can include the TEFA Disability Certification approved by the Comptroller, which can be found here, a full and individual evaluation, and/or a Texas IEP or out of state IEP.
